AustraliaDecember 22, 2009Fair Work Australia ruled the union could not take industrial action on December 17, 18, 19 and 21. The union then called for a 24-hour stopwork action for 12/22. As of today, postal workers in NSW have voted to return to work; however, disruptions will continue in other areas as thousands of postal workers in Victoria, South Australia and Tasmania strike. Australia Post has indicated that it had anticipated the industrial action months ago and hired hundreds of Christmas casual workers.

An Australia Post spokesman indicated that there may be a delay of a day this week. The union is targeting parcel facilities in Sydney and Melbourne. Strike action includes rolling work bans and a ''free mail'' protest to a national stoppage. Mail deliveries in Sydney have already been delayed by partial work bans.

BrazilSeptember 16, 2009According to the National Federation of Postal Workers, Brazilian postal workers have started a nationwide strike today involving a total of 30 of the nation's 35 postal union locals. The striking locals cover about 70% of the nation's 110,000 postal workers. The federation indicated that the strike was set to last indefinitely. Unions are seeking a 41% wage increase. The government made a preliminary offer of a 9% hike before talks broke down Tuesday.

ChileMarch 1, 2010Due to the earthquake on February 27, 2010, the Santiago exchange office is functioning as normal, and is able to receive international dispatches without any difficulties. However, delays in the delivery of mail may occur in destinations in the centre and south of Chile, namely: Region 7 (Maula), Region 8 (Biobio) and Region 9 (Araucaria). The Chilean designated operator is surveying the situation on the ground and will provide more detailed information as soon as it can.
ChileNovember 5, 2009Industrial action by public sector workers in Chile, which affected international and domestic postal operations, ended on November 5th. Operations are expected to return to normal as of today; however, Correos de Chile apologizes in advance for any residual delays in outward or inward mail processing.
ChileOctober 13, 2009Due to technical problems affecting the Customs system (TGR) used in conjunction with the fees and taxes applicable to EMS items, parcels and small packets, delays will be experienced in the processing and clearance of all such items until the system is up and running again.
DenmarkJune 9, 2010Most postal deliveries have ground to a halt in Copenhagen and parts of Zealand and Funen because the drivers who normally transport mail to distribution centers have gone on strike. The mail is now stranded at these centers and cannot be delivered. The delivery of packages on the islands of Zealand and Funen has also been affected by the work stoppage.

FranceMay 27, 2010Thousands of public sector workers, some transport workers, teachers and postal workers walked off the job today. The CGT union could not say how many people would be on strike, but it said it expected the numbers to be similar to the last strike on March 23, when 800,000 people joined. The strikes are a result of major opposition to France's government's plan to reform public pension plans, which includes raising the retirement age (currently 60).

Five unions have called the strike, but it is not clear how many workers will respond or how effective it will be. Management and union sources estimate between 20%-40% of staff walked out this week; however, none of the 185 post offices were closed. A mass meeting of workers is due to take place this afternoon at the postal service HQ in Montparnasse followed by a protest march to the Senate.
FranceJanuary 29, 2009On Thursday, January 29th, millions of postal, transport, media and private sector workers, including bank staff, car industry and shop workers, took part in a 1-day strike across France to protest French president Nicolas Sarkozy's handling of the economic crisis. Workers are facing attacks on pensions and public services, as well as a 10 percent unemployment rate and wages that no longer keep pace with the cost of living. Over 200 demonstrations were organized across France.

GreeceMay 13, 2009A nationwide one-day strike has been called for Thursday, May 14th by ADEDY, the country's largest public sector union. This strike may disrupt air travel as air traffic controllers are partially participating in the industrial action, with a four-hour work stoppage from 10am local time. Private airline Aegean plans to cancel more than 50 of its flights and reschedule 35 others. Airline strikes will sometimes result in postal delays, depending upon the flights affected.
GuamOctober 5, 2009According to the USPS, on 9/29/09 the governor of Guam declared a State of Readiness in preparation for Tropical Storm 18. This meant that all government offices (including postal facilities in Dededo, Hagatna, Santa Rita, Tamuning, Yigo and two Post Offices in Barrigada) closed. As of 2 pm on 9/30, the storm had passed. There has been no damage to USPS facilities, and all postal operations have resumed.

All in and outbound mail flows between Haiti and the United States have been affected.

IndiaJuly 11, 2010Beginning Tuesday, more than 2,000 employees of the city postal department will join a nationwide indefinite strike called by the National Federation of Postal Employees (NFPE) and Federation of National Postal Organisations (FNPO). The strike is an effort to stop the privatization of the postal service, to immediately recruit more staff to meet a shortage, and to redesign Project Arrow which has overburdened the employees as it demands 100 per cent delivery. The strike is expected to continue until demands are met, which is likely to result in delivery delays.
IndonesiaOctober 6, 2009The postal operator of Indonesia is working to provide as normal a service as possible following the recent earthquakes in Indonesia. However, some postal infrastructure suffered serious damage, particularly in Padang (postcodes 252xx), Pariaman (postcodes 255xx), Padang Pariaman (postcodes 253xx), Bukit Tinggi (postcodes 261xx), Pasaman Barat (postcodes 263xx), Agam (postcodes 261xx), and Solok. As a result, mail deliveries to these areas may be delayed.
IrelandApril 15, 2010According to An Post, as a result of clouds of volcanic ash coming from the eruption in Iceland, numerous flights from and into Dublin Airport have been cancelled today. The Irish Aviation Authority, based on advice from the Volcanic Ash Advisory Centre, will start to close sections of Irish airspace from noon today. This will result in the shutdown of operations at Dublin Airport.
IsraelJuly 19, 2010The USPS has informed us that due to circumstances beyond the control of the Israel Post, the forwarding of mail to the Gaza Strip has been suspended, preventing the transmission of any postal items until further notice.
ItalyJune 25, 2010Transport workers are leading a general strike organized by Italy's largest labor federation against the government's austerity measures. Workers were idling bus, subway and rail service for four-hour periods Friday throughout the country and airline employees also planned to strike from 10 a.m. until 2 p.m. The Italian National Railway pledged that medium- and long-term service would not be affected. Some autoworkers unions also were striking and public workers were staying home.
ItalyApril 20, 2009According to the UPU, Poste Italiane SpA, the designated postal operator of Italy, has reported that inward and outward international postal operations (letter post, parcels and EMS items) have been gradually restored in the area affected by the earthquake in central Italy. Postal service is being provided by 11 mobile post offices installed on trucks, and Poste Italiane is working with the Civil Defence officials to reopen the local post offices considered safe in L'Aquila and in other villages with postcodes 67000-67999. Postal services have been delayed because the postal centre serving L'Aquila is still considered unsafe and only part of the road system is practicable, making it impossible to ensure compliance with international quality standards for the time being. The mobile post office in Centicollela is responsible for the general delivery ("poste restante") of all parcels in the areas affected by the earthquake.
ItalyApril 10, 2009According to the UPU, Poste Italiane SpA, the designated postal operator of Italy, has reported that as a result of the earthquake in central Italy on April 6th, which is still producing aftershocks, all inward and outward international postal operations (letter and parcel post and EMS) are currently suspended in the affected area, which covers the city of L'Aquila and many villages in postcode range 67000-67999.
JamaicaMay 26, 2010A state of emergency has been declared in the parishes of Kingston and St. Andrew in Jamaica since 6pm local time on Saturday, May 22, 2010. The Central Sorting Office (CSO) is the headquarters of Jamaica Post and is the logistical centre for the island's mail operations. The CSO and a number of post offices are located in Kingston and St. Andrew, and consequently they are not able to provide postal services and perform postal operations while the state of emergency is in force. Transportation of mail between the CSO and post offices island-wide has been negatively impacted, meaning that Jamaica Post is unable to meet usual delivery standards at this time.
MexicoJuly 5, 2010According to the USPS, hurricane/tropical storm Alex has resulted in severe flooding in the northeast part of Mexico, causing serious damage to the communications provider and creating telecommunications and traffic problems throughout the country. Due to these extensive network connection problems, the office of exchange has not been able to exchange tracking data since July 2, or process EMS items received from that date. These problems may cause delays in the delivery of EMS items, registered mail and parcels throughout the country.
MexicoMay 4, 2009The UPU has released the following information regarding the impact of the H1N1 flu epidemic on postal deliveries in Mexico. Correos de México, the designated postal operator of Mexico, has indicated that as a result of the health contingency plan and Mexican federal directives, the first five days of May 2009 have been declared non-working days throughout the country. Nevertheless, all international and domestic postal operations will continue operating as far as possible through the implementation of minimum staffing on all shifts. There will be no significant changes to either processing at the offices of exchange or operations at postal facilities, and Correos de México does not anticipate any delays in letter, parcel or EMS deliveries.

NorwayApril 15, 2010According to the Norway Post, as a result of clouds of volcanic ashes coming from the eruption in Iceland, the air space over Norway is closed down for all air traffic. There has been very limited traffic this morning, and from 10 a.m. all air traffic to and from Oslo Airport Gardermoen will be cancelled.
PhilippinesOctober 16, 2009The Philippine Postal Corporation (PhilPost) has reported that 347 municipalities and 34 cities in 27 provinces in its country have been affected by typhoon "Pepeng" since October 2nd. The following provinces have been affected: Abra, Albay, Batangas, Benguet, Bulacan, Cagayan, Camarines Norte, Camarines Sur, Catanduanes, Ifugao, Ilocos Norte, Ilocos Sur, Isabela, Kalinga, La Union, Laguna, Mountain Province, Negros Occidental, Nueva Ecija, Nueva Vizcaya, Pampanga, Pangasinan, Quezon Province, Rizal, Sorsogon, Tarlac, and Zambales. According to the National Disaster Coordinating Council, 56 road sections and nine bridges in the above provinces have been rendered impassable or hardly passable for vehicular traffic, while other sections and bridges are still in a closed-open situation. The transport of all classes of inbound international mails may be rerouted or temporarily discontinued until the main network of roads in these areas are passable for vehicular traffic. Senders can therefore expect delays for inbound international mails received by PhilPost from October 2nd until now for delivery in the above affected areas.
PhilippinesSeptember 28, 2009According to the Philippine Postal Corporation, a state of disaster has been declared in 26 areas of Luzon, including Metro Manila, as a result of tropical storm Ondoy which struck the Philippines on September 26th, causing the most severe flooding in over 40 years. Delivery of all classes of inbound international mail is subject to delay, particularly in the areas in which a state of disaster has been declared, including Aurora, Bataan, Batangas, Benguet, Bulacan, Camarines Norte, Cavite, Ifugao, Ilocos Sur, Isabela, La Union, Laguna, Marinduque, Metro Manila, Mindoro Occidental, Mindoro Oriental, Mountain Province, Nueva Ecija, Nueva Vizcaya, Pampanga, Pangasinan, Quezon, Quirino, Rizal, Tarlac, and Zambales.
PolandJune 7, 2010The Polish Post has indicated that while there is no flooding currently in Warsaw, the following postal codes / areas have been affected to certain degree by floods: 24-3xx, 27-6xx, 28-3xx, 33-1xx, 33-2xx, 36-2xx, 37-56x, 38-2xx, 39-4xx, 44-1xx, and 66-6xx. Even in the affected areas, the Polish Post has not stopped deliveries totally.

PortugalApril 24, 2010Portugal's postal distribution center workers are to hold a five-day strike at the end of this month to protest a reduction in their salaries caused by an alteration of work timetables. According to the sector's union, dozens of distribution center employees are to stage industrial action from April 26th to the end of the month. Additional strike action for all CTT workers has been scheduled for April 27th in response to the freezing of public workers' salaries, which was announced by the Government this year.

RwandaSeptember 11, 2009As a result of the closure on September 11th of one of the post offices in Kigali, which houses post office boxes 1 to 5678, mail deliveries to these post office boxes will be disrupted for about two weeks. There will be no change in addresses.
South AfricaSeptember 9, 2009According to the South African Post Office (SAPO), the industrial action that began on August 20th has ended. Operations are back to normal, and everything possible is being done to eliminate the backlogs that accumulated during the strike.
South AfricaAugust 20, 2009Industrial action has begun by workers of the South African Post Office (SAPO). Mail delays to some area may be roughly 3 to 5 days. From August 20th - 25th, all CWU members throughout the country will embark on a National Stay Away. During this period members will also be picketing at key SAPO offices. On August 26th, the CWU will be marching to SAPO Offices from their respective provincial offices to hand over memorandums of grievances. On August 27th, the CWU will convene meetings with members in their respective provinces to assess developments and determine the plan of action going forward, which will then be consolidated in the National Working Committee (NWC). On August 28th, the CWU NWC will convene to assess developments and consider and consolidate inputs from provinces.
SpainJune 11, 2010Postal workers staged a one-day strike Thursday to protest the elimination of 7,000 jobs at the country's largest public enterprise. Unions said 75 percent of the 64,000 Correos employees heeded the strike call, but management put participation in the walkout at just over 25 percent. The job action was accompanied by protests in more than 50 towns and cities.
SpainApril 14, 2010Nearly 5,000 postal workers took to the streets of Madrid today to protest the planned privatization of the nation's postal service and have threatened to call a general strike in June if the Ministry of Public works refuses to come to the negotiating table. Another protest has been organized in Valencia on April 29th, to coincide with the European Postal Conference taking place in the city at the time and which ministers from all 27 EU countries will attend. Should negotiations fail, the general strike is planned for June 10th.
SurinameApril 27, 2009According to the designated postal operator of Suriname, a strike by Customs has resulted in the international processing centre not operating as usual since April 22nd. Consequently, there have been delays in the processing of all postal dispatches that require customs supervision; both letter and parcel dispatches are affected. The strike will continue this week, at least until Wednesday, April 29th.
SwedenFebruary 1, 2010According to the Sweden Post, due to heavy snow falls across the country, a large amount of letter mail could not be delivered for the past 2 days. The weather forecast is very similar for the days to come, so additional delays can be expected.
ThailandMay 18, 2010Special public holidays have been declared in Bangkok from May 17-21, 2010. Thailand Post's headquarters will be closed from May 19-21, but postal counter services and mail processing/delivery in Bangkok will still operate normally on those three days. However, postal services and delivery of postal items are subject to disruption or delays in areas where there are anti-government protests.
TurkeySeptember 14, 2009There may be some delays in accepting, forwarding, sorting and delivery of mails in the cities of Istanbul and Tekirdag as a result of last week's severe floods in Turkey.
United KingdomApril 15, 2010According to the Royal Mail, as a result of the cloud of volcanic ash in the airspace over Great Britain, all flights into and out of London Heathrow and Gatwick have been cancelled from midday today (April 15th) until at least 7:00pm this evening. It is anticipated that the embargo may also affect flights tomorrow. Inbound flights which are currently in the air are expected to be diverted to other European airports. Royal Mail is implementing continuity plans which involve additional road services on Friday to many European destinations.

United KingdomNovember 5, 2009The UK postal strikes have been temporarily suspended until at least the New Year in order to provide the Royal Mail and the Communication Workers Union a "period of calm" for fresh talks in an effort to reach a long-term deal. While both sides are still in disagreement over many of the issues, this decision to postpone any action will allow the Royal Mail to begin clearing the backlog resulting from recent strikes and provide service over the holidays that will remain free from disruption.

On Friday, the strike will involve Delivery Offices & Collection Units, with limited delivery and collection of ordinary mail.
United KingdomSeptember 21, 2009Royal Mail workers continue to strike amidst the national ballot taking place. A series of localized postal strikes have hit many parts of the UK and reportedly cause a massive backlog. For the week of September 21st, London is to be hit on Monday, Tuesday and Wednesday. The sorting office at Mount Pleasant in London, which is one of the largest in the country, was on strike Monday. Postal workers at Nine Elms mail centre and drivers at the Battersea and Wimbledon hub will be on strike Tuesday, 9/22. The night office workers will begin striking on Tuesday night and will continue until Wednesday morning at the following delivery office locations: Cricklewood, East London, Hampstead, Kilburn, NW1, Rathbone Place, SLMC SW1, Wimbledon, Willesden, Stratford, Poplar/Docklands, Southwark and Woolwich. On Wednesday, 9/23, workers at all of London's deliveries and collection offices, except those that were already on strike early this week, will go on strike. The Royal Mail has indicated that they have strong contingency plans in operation in London and that they are concentrating all of their resources on minimizing disruption. The national ballot is scheduled to close on October 8th.

Areas affected include London, Peterborough, Battersea, Earls Court, Chelmsford, Southend, Kings Lynn, Tooting, Balham, Brixton and Wimbledon. Additional strike action has been announced for next week, affecting London, Birmingham, Coventry, Essex, Warrington, Bristol, Glasgow and Leeds, as well as South Wales. According to the CWU, up to 20 million items of mail remain undelivered in London sorting offices as a result of the strikes, 1 million in the Bristol area, 500,000 in Peterborough and 250,000 in Leeds; however, Royal Mail insists there are no more than five million undelivered items which they expect to clear in the next few days. Next Wednesday, CWU members will begin voting on whether to back a nationwide walkout.

According to the Communication Workers Union (CWU), up to 25,000 members will join the strike action over the next few days. However, the Royal Mail claims the strikes will only involve 12,000 employees. Affected areas will include the West Country, London, East Anglia, the Midlands and Scotland. The strike action could reportedly turn into a national dispute soon, which would likely cause major disruptions to mail deliveries. The Communication Workers Union (CWU) said up to 8,000 members in London would walk out accusing Royal Mail of cuts which threatened modernization and broke a national agreement. Royal Mail claims it has honored existing modernization agreements. This is currently a 24-hour strike and the Royal Mail says that the three largest offices in London were not involved in the action. Management volunteers will help deliver post in the capital during the strike.
